If we were reading this quickly, and not really thinking about it, and not understanding God's own character, we might think that this says that God allows the guilt of sin to pass down three or four generations. There is less bloodshed, and there will not be much opportunity like in Gentile nations for these blood feuds to last for years and generations. Only when the Gibeonites were under siege from a common enemy and were calling in the marker on their mutual aid treaty did the Israelites turn to God for counsel and advice.
